++ My lord prefect, we have recovered numerous copies of this text following the recent unrest in detention sector Gamma-Fourteen. They appear to have been produced by hand and are, in tactile terms, quite distinct, yet the message itself is identical.

Attempts to identify the source have been thwarted since, as my previous report evidenced, 87% of violent incidents across all sectors since the start of this year have targeted one or more of our collaborators.

To put it bluntly, my lord prefect, we have very few informants, and clear evidence of rising, organised heresy among the detainee population. I urge you to notify the Judges and call for a full purge of Steadfast Repentance. One tenth of the population should be enough to put the fear of the God-Emperor into the rest of them. ++

In your bones, you know this. You live with backs bent and tongues stilled, and you know this has been done not for justice, nor for good, but in the name of a distant and indifferent Emperor.

Does the Emperor care what you did or did not do? Have your actions drawn a tear from his empty eye?

He does not. They have not. And yet, it is his so-called justice that has cast you down to this rock and told you: Repent. Be Steadfast. Accept the judgment of the Throne.

The Throne is empty of life. Only a corpse sits upon it now. And in its name, the corrupt and decadent Imperium has sentenced you to live in chains. When you are not forced to toil, you are forced to kneel; to kneel and pray to a false idol for salvation that will never come.

Your children have been born here. Born in chains. Raised on their knees. Serving a sentence for crimes they did not commit. Is this justice? Is this humanity?

In your bones, you know that it is not.

But your prayers have been heard. Your liberation is at hand. You will be ready. You will rise up. You will be armed. And when Steadfast Repentance is broken, those who would serve will be welcomed into our ranks, and you will rise with us and sweep away the lies and the corruption with such force that no others shall have to live as you have lived.
